They get knocked prone, they fall out of the sky and eat a ton of damage, all in a nice ongoing AoE (making Sleet Storm better than Tidal Wave for this purpose, unless you can't spare the concentration). I think most players glance at it and see it doesn't do any damage so they blow it off. Found on page 276 of the Player's Handbook, this spell is the best for controlling the battlefield.
